Talent Corp, a brain drained idea

I think Big Dog's latest posting has a very nice title,
Mahal rantai daripada beruk



It started with criticisms about Talent Corp, that outfit setup by consultants and advisers of the PM to bring back our talents from overseas to fill up our so called "brain drain".

I had wanted to write about this useless bit of thing quite awhile ago but had refrained from doing so due to the then impending general election. Don't want to give free bullets to the enemy, so I thought.

Now that the general election is over, I think I can write a bit about it.

First, I would like to say that this so called brain drain thing is a load of crap. 

Are they (consultants and advisers) saying this country got no brain left that we have to spend tones of money to entice back those who had choose other countries as their greener pasture?

Why don't we just spend the money to train those who are still in this country instead.

Are those who works and live overseas much better than those who are in this country?

People have been leaving this country all the while but it has still progressed since Merdeka. In fact Malaysia has been doing well with the loyal talents serving this country since then.

Of course it could be better as things are never perfect, but what is the point of trying to get at things which was never meant to be.

If those who had left wanted to come back, they would do so on their own accord. There is no need to spend money to entice them back. 

In fact, over the years, thousands had returned after realizing that this country is better than UK, US or Australia. I know some of them. In fact, my mother is one of them as she had worked in Taiwan for a few years when she was young before deciding to return home.

Now, the claim that Talent Corp had brought home over 2,000 talents after spending millions of ringgit, why don't we do an independent audit on that one?

Let's see how many of them had actually decided to come home after reading Talent Corp's brochures and how many more suddenly feeling patriotic and want to serve the country after listening to Talent Corp jet setting officials' talks in London, Paris and New York?

By the way, why don't we also do an audit on the money spend and flying hours of the Talent Corp officials to all those glamourous places and check how many talents that they had actually enticed home for each trip?

Honestly, I think PM DS Najib Razak should just put a stop to this nonsense. The days of pandering to people who feel that this country is not their first choice home should be over by now.

It's the same folly as pandering to people who think they are second class citizens despite being richer and living much better then others in this blessed country of ours.

  1. totally agree with you on this and even since day one of Talent 'Corpse'. in short, it is like a slap on the face of the real-existing-local-loyal talents who stay put and develop the country, with, that small remuneration, let alone if compared to the 'perks and privileges' being offered to those people

  2. I also agree 100 per cent. When I attended an international conference recently, I met many Malaysians there who have become either PR or citizens of that country. And someone remarked that all the intelligent people have been absorbed by the government there. What the Malaysian govt should do is provide training for the people who choose to remain loyal. But those who have left will surely think, the ones that are left behind are the useless ones.

    The same for a company also. Those who are loyal are cast aside, left to rot, while the company tries to lure outside talent (from another company, I mean) and groom these people further.

    These are just my rantings. Feel free to disagree with me.

    3. My nieces and nephews are all graduated from UK's universities and they have no problems finding jobs in Malaysian private sectors. My cousins' children who are grads from local unis, however, find difficulties in getting jobs in private sectors. I suppose it has something to do with their command of the English language.

    4. Don't we need the common curriculum national school system? Then leave to those Chinese, Indian, and "English stream" experts what they want to do with their super-added mother tongue curriculums for their own integrated schools. Then only will 1malaysia not be an empty slogan, and the social parity will improve between all the linguistic groupings; surely the students' academic results, spurred on by common ground and enhanced by particular features, will see improvement across the board nationwide.

    5. It does not matter whether they graduated from foreign universities or local ones. Kalau dah bangang tu bangang jugak. I have interviewed many graduates, foreign and local. I have come across local grads that are better than foreign, but in general the foreign grads have better communication skills. To those that have problems with UiTM grads, I am a FCCA from UiTM, got a problem with that?

    7. The exam was conducted world wide independently by ACCA, my preparation for the examination was at UiTM. Professional examinations are different mate, eh? Same examination as those that prepared for it at other institutions in Malaysia and elsewhere in the rest of the world, mainly the Commonwealth countries. If the preparation in UiTM and the other local colleges here is good enough to put the local candidates (Melayu ke, China ke, India ke) in the top 35% worldwide for EACH subject, then local grads can be just as good as foreign grads. It is up to the individual person. As I mentioned before, I have interviewed many local and foreign graduates. Those that are good, they are good, regardless of whether they were locally trained or foreign trained. I have taken in first class students from top foreign universities, but they were not that good when it comes to carrying out their duties. And before you knock the local institutions, I have come across senior partners, senior management personnel etc that had their training with local colleges, including UiTM.

Anon 23.46...don't bother explaining to ppl with such narrow mind set...uitm produces one of the best accounting graduates in Malaysia...and yes I am one of them...I graduate with flying colours...then I did my ACCA.. And became chartered accountant 3 years later..like malaysia not ALL overseas graduates are better..kalo takat g community college kt US toksah la rs hebat bebenor..tu serupa g blajar kt some rundown never been heard private college kt malaysia...and if you have studied all the way accross the atlantic ocean u still judge ppl with a narrow mind set instead of being liberal (sepatutnya la) ...so what good does it do to study all the way there...is how u carry yourself, polish your skills and create value for urself..kalo dh bangang anta g mana pun bongok gak..kalo dh kg..g UK balik english rusty gak....the only real advantage is communication skill..some of the best doctors in msia also came from UM, UKM..talent corp is just a vehicle to leverage from billions of govt fund and existing govt..which as a result benefits these consultants by charging so called fees for their services..I was a graduate from UiTM and and I was once head hunted by Ethos ..the one founded by PM advisor omar ong...and I declined to even attend d interview because I told them I never heard of them (when it first started)..then I was called for an interview again at ethos 2 yrs ago...so toksah rs diri best sgt just bcause u blajar jauh skit

  6. Totally agree with you Annie. I've always thought that those who choose to migrate and work in another country of their choice should be left alone, esp if they are doing very well. We should devote our resources to nurture and develop our own loyal citizens instead.

    1. The downward trending of our government unis' ranking says it all.

      For a start, students, even lecturers, are not encouraged to be independent minded.

      Singapore's NUS is now ranked no.2 in Asia. Malaysian unis are no where.

      Do you know that in the 1960's UM was at par with NUS?

      Najib is one of those who recognise the importance of human capital, and is doing what he can.

      Also, it's not fair to compare TDM's style of government with that of Najib. During TDM's time, Malaysia was exporting over 400k barrels of crude a day. Export volume is now about 200k a day. At current crude price of say US110/barrel and exchange rate of US1=RM3.2, the annual difference is RM25.7 billion.

      So Najib has no alternative but to emphasise human capital.

    2. Singapore's NUS is ranked no 2 in the world but their govt says it is not good enough. They still needed foreign talents. Many of the foreign talents in Singapore are Chinese Malaysians.

  9. Well said Annie. I am with you completely. First time I heard about Talent Corp, I think it is the worst idea ever. A fun free travel for the consultants fully funded by our tax and oil money.

    Those people who came back were given benefits like can bring two cars without the need to pay taxes. So they get cheap luxury cars while the rest of us Malaysians have to pay all sorts of taxes. I don't know what else they get. Maybe tax holiday or something for a few years.

    Are they that special? I personally don't think so. Did we hear any of these "talents" invented anything worthwhile? Or are they merely pen pushers consultants?

    To me real talents are the inventors and scientists with great track record. Did Talent Corp bring those home? The rest of the professions, we have plenty of those already in Malaysia.

    We don't have these sort of nonsense during Tun M's time. Hemm.. maybe Talent Corp can find a good candidate to fill up PM's job. Nope, none from PR please. That group of people are even worse!

  11. You seem to have two separate issues here - you question whether brain drain is actually a problem and, separately, whether Talent Corp is effectively. I agree with your suggestion of an audit regarding the second point. Is brain drain real? Studies suggest it is. If your best qualified leave, it means less tax, fewer entrepreneurs and a shortage of key workers. Countries can get some return if these migrants send home money, like the Philippines, or if they return with new skills and experience. You and your Mum will know if you benefitted from your time overseas. Countering brain drain could involve better educating the other locals but they could also leave, So just make the country a good and easy place to do business and live, no need to spend more, just use laws and regulation in a better way.

      Just wait at the JB CIQ of the Causeway in the late afternoon and count the number of Malaysian talents who return from a foreign country. If the foreign country is better, they should have just stay there and not commute from JB everyday, aren't they?

    8. not totally true. many have already bcome European citizens and most are experts in their professions who are sought after by European companies. Many times these do a better job then the Europeans themselves trust me. The ones coming back are usually within the average to low qualification brackets who are directly affected by the slump in the European economy.

  15. Employees tend to rise to their level of incompetence.

    In my experience this is quite true. If they are not exposed to outside world, they will reach that at lower level and sometime early in their career.

    That's the reason many company constantly bring outside talents, especially at higher levels.

    Graduates from foreign tend to excel over locals, but then they have their share lemons. Someone whom I know spent 5 years in British institution but still speak english just like someone who spent all his life in Kota Baru.

    I am a Malaysian working oversea. I have a friend of hardcore D** also working in the same place. We often have heated political debate (but remains good friend) and the issue of brain drain is not amiss.

    So I asked him a simple question. Since both of us are working oversea does he think that Malaysian brain is drained as a result of the two of us, or any of the Malaysian that work in the same place as us are not in Malaysia. He kept silent.

    Although I am a Malaysian who worked oversea, I do not consider myself as so unique and special to the point that the Malaysia brain is drained just because I am not in Malaysia. I believe Malaysia has load of talented people and I am just another Malaysian who is breed and trained in Malaysia who is now working oversea for many of the reason. But no way I believe that Malaysia is short of talent just because people like us is not there.

    Nevertheless, in my opinion there should be some program like the talent corp to encourage more Malaysian to come back and serve their country. It is also an encouragement for us to start our live once we are back in Malaysia. But definitely not because we have caused Malaysia brain to drain.

    2. totally aggree with you and Annie... I am Malaysian working in Australia in a very specialized field.....even I disagree the broad concept of Talentcorp...

      It is fine if you want to entice overseas Malaysian in a specialised field that the local Malaysian rarely have...this is indeed justified and in fact required...but not to profession like accountant, typical engineering, project manager etc...

      Kat Malaysia dah berlambak! tak payah balik pun tak apa!

      By the way...I held a very high position within one of MNC company in Australia and I intended to return home with or without Talentcorp.

      I have done my university in both outside and inside Malaysia; Malaysia and Uk and Australia...based on my own experience...yes...there is no difference between local and oversea's student except mostly their english communication skill (some locals are even better)...this is none requirement unless you are a sale person serving international client...

      The same can be said comparing the Melayu vs. cina graduate....generally the cina are more effective and confidence in their communication....

      ayat kasar: cina pandai cakap je lebih...pandai buat kerja belum tentu...Melayu ni lack of confidence...tapi buat keje...I think some are better.

  19. Got many reasons for people to be working and living overseas. Many couldnt get any financial help from anybody, not govt, no rich relatives and knew no one in the *right places* when we were starting out. Wait decades for a better salary/post?? They are not the kind who wait for crumbs. At least credit them for the big effort they made. Its not easy to live and adapt to foreign cultures. Semua orang pon kena cari makan and do it in their best way they could. Some are more adventurous and brave enough to look beyond. Pencen is secured- health till old age taken care of, a nice home or two that are paid for already, and kids have great education and earning their stuff on their own merit.Best thing nobody cares how/ what you dress ,cover or dont cover etc. The over religiousness is just stiffling at home. How lah to go back like this:)

  20. All countries suffer brain drain - the serious sufferers being Israel, India and China. Talented people in these countries leave to work elsewhere - not necessarily the US.

    We need to know where this RM65.0 million went? How exactly did Talent Corp spend the money? How much was paid to hire 'consultants' to help Talent Corp? Of the 2105 people who came back, what levels are they and what is their income level? Or did Talent Corp help fresh grads from UK who were already coming back how to write resumes? There were rumours that MNC staff returning from overseas postings were also regarded as 'returning Malaysians' and given the benefit of 15% income tax bracket plus two cars without APs. What the f... is going on?

    We also need to know how much money (if any) Hamzah Kassim has made from this Talent Corp? He is the Nor Yakop crony who was behind this Talent Corp. All being mamaks - Nor Yakop, Hamzah kasssim and Johan Mahmood Merican who used to be Nor Yakop's Setpol.

    I like this subject.
    And never believed for a second Malaysia are short of capable people.
    And, believed Talent Corp is going nowhere and is a complete waste of time and loads of money.
    From perspective of someone living outside Malaysia, all the beloved country need is among other some serious shift in thinking processes, honest, kind yet firm policies in running the country, honest, open while maintaining manners and high level of respect for each other in expressing speech and thought at every level of society.
    If Malaysia can do all these, plus some adequate adjustment along the way, utmost trust the people and uphold believe to the Almighty, in sya Allah, our beloved Malaysia will be going places and better in every sense.

    4. Whatever you said about the greatness of the "better place", there is no better place for muslim (especially melayu) to spend Ramadhan than in Malaysia.

      It is peaceful, muslims are at their best behaviour. The masjid are full at all times. Family men return home early and they take their family to for prayers there.

      There are abundance of food, of all sort. There is also a couple who advertised for a clearly non-halal food as halal.

      The non-muslim recognise that and don't entice them to patronise place such as karaoke lounge and its likes.

      Lots more, need to be here to enjoy it.

      Of course if you are not a muslim, it makes no difference, except if you are a golfer because courses are empty.

      If we go by the nasty racist comments that are appearing in many of the blogs I disagree. It would appear that these Muslims have become bitter and full of hatred and even dengki against others.

      I am in two minds - if these are indeed Muslims I am ashamed of them. On the other-hand they may be the RBA pretending to be Malays to raise tensions so that the nons do not want to break away from PR and DAP especially after they realise that they were conned big time by the Brother and the Father and Son gang.

      Berhati-hati, we should not fall into this reverse psychology trap.

      If you look carefully with the comments made by the many Anons in various blogs, you will not fail to notice that they are very similar, probably posted by only a handful of contributors. So, the number of people involved are not really that many.

      If you at comments made in blogs where ID is required, you will see different tones, much more objective and virtually no insults.

      I believe these negative comments were made by RBA or their symphatisers. I don't really take notice of their comments, just thrash. Why many blog administrators allow them to be posted, just beats me.

      I belive most of the muslims who throng the masjids in Ramadhan are not them.

    Emplyers in Malaysia including the government don't pay well enough comparatively. Itu pasal ramai rakyat Malaysia bermastautin di negara lain. Dan banyak sebab lain lagi.

    Tapi belanja berjuta ringgit enticing them to come back memang kerja bodoh dan nampak kebodohan tegar nya kerajaan najib boyan ni. Menteri kewangan bengap ni boleh approve pulak pemikiran macam budak tak pas MCE ni.

  30. All these talk about Malaysian not good enough or a melayu is not good enough are just pure bulls.

    The whole things boiled down to the incompetence of the government hierarchy, top civil servants, khazanah stewardship and GLC Boards.

    For anyone to be groomed upward, they must be an Oxbridge or Ivy League graduates. Yes, they were brilliant, but how many top conglomerates in this country were built by such people?

    Next, to lead any government companies (and linked too), they must subservient to their ethos, i.e. must be able to talk bulls.

    Then, you have to be answerable to incompetent boards comprising of government political allies and proxies who are more interested in enjoying the perks and finding opportunities for their masters.

    They are also expected to be world class but must be careful not to antagonize the workers, many of whom are local class.

    Many more....

    As a conclusion, if the government is sincere, unearth all the local potential, regardless of background, groom them, give them the opportunity and we will get world class.

    A few injection of foreign talents are still required but only in specific areas.

    Those who decide to abandon this country in preference to a better country should not be enticed but they can return on our own term.

  31. I doubt you ever need to spend a dime bringing these people back. Chances are they are dying to come back. US economy sucks big time. UK is not doing any good either. EU except maybe some strong economy like Germany is bad, bad, bad too. Some are on the brink of economic collapse. So what option do they have?

    Someone must seriously stop listening to BS coming his way. And some others need to seriously stop spewing BS!

Woohooo... the grade of Msian immigrants that will be affected are most probably the: dish- washers, waiter/waitresses, baby-sitters, cashiers etc. You think they are just dying to go back home and take over their Indo/bangla/burmese colleagues super- fantastic pay and working conditions here.     2. I live in the US. Our house that we bought for US450K in 2005 is now only valued at US300K but the property tax is increasing yearly. Whereas my late mother 's house in TTDI that my parents' bought for only RM170K years ago was sold for RM3.0 millions last year.

      Dishwahers, waitresses don't fall into what is termed as brain drain by the conmen in or emplyed by the government.

  32. Instead of Talent Corp, Singapore has been using the ASEAN Scholarship to attract talent - Malaysian Chinese mainly.

    Perhaps the most famous recent example of such is Olivia Lum, founder of Hyflux, which gave Singapore Newater, which paves the way towards total water need independence for Singapore. An poor girl from Kampar who went to Singapore with her SPM result slip of 7 As and $10 in her pocket, she now age about 50, is worth over US500m.

    The ASEAN scholarship has been contributing to Singapore's success for decades.

    Singapore scholars are also highly regarded worldwide. Saudi Arabia's top uni (instructions in English, by a predominance of foreign professors) is the King Abdullah University of Science and Technology. Its president (a position akin to vice chancellor) was a retired vice chancellor of NUS.

    Now, Singapore also give scholarships to the cream of the cream from China and India, in anticipation of these countries growing to become among the world's largest and most successful economies.

    They also give grants (ie free money) upwards of US10m for world renown scientists to do research in Singapore.

    Since 2011, Singapore's number of world patent granted per capita ia surpassed only by Japan and South Korea.

    Their government is also constantly on the lookout for extraordinary talent to join the government. If one is considered leadership material (after much observation), he could be invited for tea by their PM.

    This year, IMF labelled it as the world's richest country on a per capita basis.

  33. Hi Annie. I work in HR. If it's true that TalentCorp spends 30K to bring back a top talent, then that's cheap. The cost of recruiting and training a fresh grad is about 15k. To me, 30k for a an experienced top talent is cheaper than what my company would ordinarily have to invest for that sort of quality. Actually I don't think TalentCorp is a bad idea. If at all, the govt is too late (as always) to start it. Singapore has an agency like this and had been wooing their diaspora and foreigners to address their braind drain, which is more severe than us. India has a whole ministry looking into its diaspora.
